Florida Department of Environmental Protection (DEP), Division Environmental Assessment & Restoration (DEAR) Watershed Information Network (WIN) Fixed Price Analysis & Design
Client Need: DEP-DEAR had been working internally and with other vendors on two prior attempts to replace the EPA STORET database system used to collect and report water quality data for the State of Florida. Those efforts were not successful in producing a proposed solution with an application design. DEP-DEAR released a fixed-price project Request for Quotes (RFQ) to complete the Analysis of the current workflow and data needs, collect requirements for the replacement system (WIN) and design and propose a solution to meet those requirements. The successful vendor of this project was eligible to be awarded the construction and implementation of the design.
Our Solution: E24X7INC assembled a team of DEP experienced business analysts, database analysts, application architects and an experienced project manager and wrote a proposed approach and schedule for how the team would achieve the project objectives and produce the DEP-DEAR required deliverables in a reasonable time frame. The team and approach were accepted and were successful in completing the project on-schedule and under the approved budget. The database and application design were well received by upper management resulting in E24X7INC being awarded the construction and implementation of the design. The database design included features such as table driven procedures and interfaces, nested Materialized Views and an innovative import feature that allowed the data providers to submit data in their format and have it translated to the DEP standard format and values.
